Description
The PE395 is a test set intended to troubleshoot communication circuits. The PE395 includes
the following features:
• Three operating modes: Talk, Monitor, and On-Hook
• Tone or pulse dialing
• Mute function
• Monitor won’t disrupt digital or data communication
• Storage of up to 10 telephone numbers
• Two-tone ringer
• Large keys
• Floats if dropped in water
• Sealed electronics
• Waterproof IP64 sealed
• Chemical resistant
• Two-year limited warranty

This manual is intended to familiarize personnel with the safe operation and maintenance
procedures for the Progressive Electronics PE395 Telephone Test Set.

Replace weak or discharged batteries as soon as either of these conditions is detected.
Use this tool for the manufacturer’s intended purpose only. Use other than that which
is described in this manual can result in injury or property damage.
Do not perform any service or maintenance other than as instructed in this manual.

Inspect the tester and cord for wear or damage. Replace worn, damaged or missing
components with Progressive Electronics replacement parts. A damaged component may
fail, resulting in injury or property damage.

Operation
TALK
Press once to go off-hook (connect). Press again to go on-hook (disconnect).
MONITOR
Press momentarily to monitor the line. Monitor will remain on while connected to the line. The
Monitor mode shuts off automatically approximately one minute after disconnecting.
MUTE
Press and hold to stop transmitting over the line or to eliminate sidetones. Release to talk.
Dialing Features
PULSE
Pulse Dialing
Connect the PE395 to the line. Press PULSE, then press TALK to go off-hook. Press to
change to tone dialing.
Note: The PE395 will default to tone dialing after the line is disconnected.
FLASH
Flash
Press FLASH once momentarily to flash the line.
LNR/PAUSE
Last Number Redial / Pause
Last Number Redial: Press LNR/PAUSE once after going off-hook to dial the most recently
called number.
Pause: Press LNR/PAUSE after any digit in a dialing sequence to insert a four-second delay.
Pauses will be repeated by the LNR function, and can be stored in memory.

MEM
Memory
Press once, then press 0–9 to dial a number stored in memory.
STO
Store
Go off-hook. Press STO and enter the telephone number. Press MEM, then press 0–9.
POL
Polarity
Used for polarity testing. See the explanation under Polarity Testing.
Polarity Testing
1. Connect the test set to the line to be tested.
2. Press POL.
•The red LED indicates reversed polarity (the red line is connected to the tip [+]).
•The green LED indicates correct polarity (the red line is connected to the ring [–]).
Ground Start Operation
1. Use the polarity testing procedure to determine which wire is the tip. Connect the test set
to the line with correct polarity.
2. Press and hold the TALK button. Touch the belt clip to ground.
3. After hearing the dial tone, disconnect the ground.

Cleaning Instructions
Periodically wipe the case with a damp cloth and mild detergent; do not use abrasives or
solvents.
Do not remove the cover while the test set is connected to a
circuit.
Electric shock or damage to the test set can result.
1. Disconnect the unit from the circuit.
2. Remove the two cover screws and the cover.
3. Replace the battery or cord set as shown. Observe polarity.
4. Replace the cover and screws.
